Compares two NullableString structures to determine if they are not equivalent.
A NullableBoolean that is NullableBoolean.False if the two instances are equivalent or NullableBoolean.True if the two instances are not equivalent. If either instance of NullableString is Null, the NullableBoolean.Value of the NullableBoolean will be NullableBoolean.Null.
