Compares two instances of NullableDecimal structure to determine if the first is less than or equal to the second.

A NullableBoolean structure that is NullableBoolean.Null if either instance of NullableDecimal is Null, NullableBoolean.True if the first instance is less than or equal to the second instance, otherwise NullableBoolean.False.
